The NCO is to prevent the defendant from contacting the victim(s) by any means or method- if you are not the victim you can contact the prosecutor and tell him/her you do not wish the NCO to include you as you may have financial or other reasons you need to be able to speak with or write to your husband. Ask them to file a motion with the court to strike your name from the NCO.
Also in our state the defendant (your husband) can be prosecuted for violation of the NCO but the victim(s) can harass by any means the defendant without being charged. You may want to check with the prosecutor or an independant attorney in you area on how they work in your state.
