I hate to be the bearer of bad news, but Colorado is one of the worst states for someone convicted of a felony sex offense. They have a mandatory maximum sentence of life. The only way to get out is to win an appeal, which is rare as hen's teeth. Or parole, which requires several years of SO treatment first.
Once there are charges, the state takes over and the prosecution may not be interested in your sister's recanted accusations. They are programmed to prosecute, just like a bulldog is bred to attack. Getting them to go against their nature is almost impossible.
The good news is that there are two very active groups in Colorado that are working hard for reform. One is Advocates for Change and the other is Coalition for Sex Offense Restoration. If you Google them, you can find further info about them. I encourage you to reach out to them. I'm personally acquainted with both groups and they're wonderful people to know.

I have another son in prison in a different state...Iowa. He took a plea bargain, based on the prosecutor's prediction of ten years. However, the judge gave my son 20 years. At least Iowa doesn't have a mandatory life maximum. But, he will still be on lifetime parole, when he gets out.
what do ypu all recomend to make an effort to have my dad oit of jail
Make sure your dad signs a power of attorney form, so that one of you family members can get access to his finances, important documents, etc. You should call the jail to ask how to get the form to your dad for his signature and then get it back, after it's signed.
If you do get him out, make sure to get him a valid passport, in case he doesn't have one. If he gets an attorney, even a public defender, have him mail a letter to the attorney, giving permission for the attorney to discuss the case with you or whomever he trusts to handle his affairs. Believe me, these two steps are crucial! Your dad is very fortunate he has someone on the outside who can help and support him.
You need support, too. Don't neglect yourself. You need to be strong and healthy to help your dad.
