it seems the lawmakers out here in California finally got their heads out of the sand and are going to do what is right! SACRAMENTO, Calif. -- Under a new bill, sex offenders in California would not always be required to register for life.
The new measure, approved Tuesday by the State Assembly's Public Safety Committee, would creates a 3 tiered system based on a felon's perceived likelihood of re-offending.
Currently, California is one of only four states that requires lifetime registration for all convicted sex offenders.
Under the new system, sex offenders would be required to register for ten years, 20 years or life.
Nonviolent offenders who are deemed to be low risk and have gone 10 years with no sex or violent offenses and no more than one felony would only have to register for 10 years, while those with a moderate risk of reoffending, who were convicted of a violent sex offense or molestation, would be in the second tier.
Offenders with a record of sexual violence or mental disorders and multiple felonies would remain registered for life.

The bill's author, Assemblyman Tom Ammiano, says the idea is to focus limited resources on those most likely to re-offend.
"Since not all sex offenses are the same you not only get more bang for your buck, but you'll also have more effective law enforcement around the perpetrators that are the most egregious and do the horrible things that keep us up at night," Assemblyman Tom Ammiano, D-San Francisco, said.
The bill now moves to the Assembly Appropriations Committee.
