"Changing social behavior"…. Why didn't we think of that?!? Actually, that was what we were talking about in the '60's and '70's before the "War on Crime". You know, Wars on Anything never work because then you are just focused on the wrong thing. A war on crime is a focus on what you DON'T want. Changing social behavior is a focus on what you DO want.

I'd rather have what I DO want than what I DON'T want. Wouldn't you?
