So, I am in the process of working with city officials to establish a licensure requirement for direct support staff who work with people with disabilities in community residential settings; some of whom have sexually offending behaviors.
I contacted the Center for Sex Offender Management which provides course curricula to teach people about the etiology and typology of sexually offending behaviors and sex offenders. They actually dispel the "myths" created by government officials to create public hysteria.
The Center for Sex Offender Management agreed to send me all course material and curricula free of charge so I can use such in my discussions with city officials. If accepted by the city, it is going to go a very long way on doing far better job at educating the public about sex offenders than government has been doing.
The project that the curricula comes from no longer exists as the project was originally funded by the United States Department of Justice to integrate sex offenders into communities. As such, the Center was generous to agree to send me all course materials and curricula to use in the project I have going on here.
So.... wish me luck, after all I am dealing with government officials so I'll need all the luck I can get.

I submitted the initial proposal for the project that details the issues and need for actions to be take. I am now drafting a very long legislative Bill to have the project come to life. And while the project centers on people with disabilities, it incorporates people with disabilities who are sex offenders and who engage in sexually offending behaviors without having been criminally charged for such.
It is utterly amazing how state officials want to regulate sex offenders to death --- except when some employer is making a buck off them by public tax revenue because then its' an entirely different story when it comes to regulating the employer who provides publicly funded services to them, on the notion that an employer has a right to do as they damn well please and a person with disabilities has no right to be safe in their own home. GGGGGGGGRRRRRRR !!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!
First, the Chairwoman of the Human Rights Commission has a family member who has received such services and subjected to neglect so she has inside knowledge about how clients are treated. Second, her mother strongly supports my efforts and is going to be at the next meeting so now I have "the power of the mother" on my side lol lol
