Unfortunately no matter what state he moves to he has to follow the Florida guidelines as well as the guidelines for the state he is living in as long as he is on probation.
Having said that, the PO in another state more than likely won't care too much about Florida guidelines. My Missouri PO read about the not driving alone and the driving log and said "That's the most ridiculous thing I've ever heard of. I'll never ask you for a driving log and unless I tell you otherwise you have permission to drive alone." My guidelines stated electronic monitoring was at the discretion of the PO. In Florida that meant EM was mandatory and they tried telling Missouri that EM was mandatory as well but that didn't go over very well. In Missouri the state pays the EM fees not the probationer so as soon as the PO read it was at his discretion he nixed the EM too.
I can personally say living in Missouri as an RSO on probation is much easier than in Florida but Missouri is harsh in other ways which I'm sure can be said of money other states so I would do a lot of research and consider carefully before moving to another state. You also need to keep in mind another state does not have to accept responsibility for monitoring your brother's probation leaving him stuck in Florida.
