The ordinance was modeled after one passed in Orange County, Ca. Nine other cities will follow suit.
Now Arizona if following California's lead to ban offenders from entering any public area where there might be children. Your state could be next.

I guess my feeling is this...California seems ot have started making the laws stricter, making the over the top restrictions, and most states have followed suit. That's why I feel the work is so important here. Not because I live here, but because it seems to start here and like a cancer ...spreads.
We have Chelsea's Law here. The parents are powerful people. They have moved to Illinois, and have vowed to have Chelsea's Law in every state. Basically, Chelsea's Law puts anyone who touches someone under 14, in prison for life.
At the time of our son's arrest, all other states, with the acception of one, listed their age of consent as 15, 16 and 17., with two being 14. More than 75% were 16. There was a reason for that. It would have prevented most Romeo and Juliet cases from being prosecuted. In just nine short years, all of that changed. I don't condone consensual teen sex. But, I also don't condone ruining the lives of thousands of young men.
Anyway...that is why I feel the work here in California is so important.

They would have to gain permission to enter some public areas.
In California certain counties have made an ordinance that ALL sex offenders, not just those on probation or parole, are not allowed in public areas where children might be present. This includes beaches, piers, parks. lakes, libraries, etc. etc. Now, counties in Arizona are following suit. It is not the states issuing these laws, it is the counties, cities and towns.
If someone on the registry is caught, they are faced with fines and/or prison.
