Getting a passport, though, is not a ticket to travel freely, as both bills in essence will codify a process already in use where the US will notify Interpol of RSO travel and then pressure the visited country into denying them entry after Interpol has generated a notice to immigration in the destination country. This has been going on for a few years now and results in a blanket denial of entry in certain countries.
