Unfortunately, Mexico has started a program they call "Guardian Angel" is which is turning registered citizens away at the border.
This question is specifically for you. Have you ever heard of someone that has been removed from their state's registry having problems? I don't see how since the travel would not be reported in advance.
Regarding Nakohichi's statement, the authorities do random checks all the time, and since police have access to your criminal records, it doesn't take much time or money to check you out. Every time you're pulled over by a cop for any reason, they run your ID in the NCIC, which has all your arrest and conviction records.
I haven't heard any personal stories of non-registered sex offenders denied entry into another country, but I imagine it may still be an issue in nations that don't allow anyone with felony records into the country, like Canada.

The paper in the last link explains how the english speaking countries (the Five Eyes - US, Canada, UK, Aus, NZ) are all sharing information. I would imagine they are all off limits (Canada for most with a felony (criminal) record, period). If memory serves, most european countries do not even swipe passports. I have not heard anyone being denied from a european country (outside the UK) or others like China (which requires a visa that asks for criminal convictions). Most are turned back from Mexico (blanket ban) and other Central American countries (selective denial) or the Phillipines.
That there is no public policy regarding this issue is just another example of this country's slide into the police state.

Regarding people off the registry - I cannot find it now, but someone in the comments shared that her husband was able to terminate his registration (a rare feat in California) and since then has not once been subjected to secondary inspection upon re-entering the US, although something was still in the system that caused the customs agent pause. I would imagine that if the US did not bother to give that person the usual 'special treatment' when returning they would not bother with that same person leaving the US and notifying a foreign country. My 2 cents.
Their law says no sex offenders can enter until 50 years after conviction (essentially life). But I can't find definition of 'sex offender'.
Does it mean registered? What crimes?
I really wish I knew.... My husband won a free trip there. :-(
