So a couple of random things I have learned. It seems that North Dakota and Portland, Oregon are two places that apply their rules to any Registered Citizen. I have also heard that the State of Georgia might be the same. The spreadsheet is a fabulous idea and maybe once you compile it we could all share in the research? That would be an awesome tool! Like I said though this is preliminary research and before I would move anywhere I would call not only the state SO department but also the governing body of the area where you are planning to move. Write down a list of questions – take names and write dates. Always remember that until things change the laws can change in a heartbeat.
Now something else to question and be careful of is something that after 3 years of living with this mess I found out that literally floored me! The State of Florida has no living restrictions or restrictions on where a Registered Citizen can go after they are off paper! None! What causes the living restrictions and ability to go to parks, etc. are only local ordinances! I have to say that was an eye opener for me! So if someone did not know that fact they might look at the FL state page and statutes and think wow I will move there because there are no restrictions but in reality there are – and some areas they are very bad! There is one county in FL that has no living restrictions but the cities and towns do by local ordinance. So the point is you have to get in touch with all of the involved entities and find the answers. Do not think that just because the state SO page says no restrictions that that is the case.
On a side note from that - this information makes me realize that in some ways we are fighting the wrong battle – at least in FL the battle should be to get the state to curtail the power of the cities and counties to impose banishment on certain citizens!
Maybe we could compile the spread sheet together, I could share it with you via google docs or something and then we could both add to it. Sounds like you have a lot of knowledge related to this issue. I think a guide would be great, although this is an ever moving target.
When you say contact the "governing body" who do you mean by that? Do you call the police department? I seriously hate making these phone calls but maybe that would help me eliminate places.
I know they have the three strikes and your out insanity, and residency restrictions. We have family there which is why I am interviewing out there.

wow hey that actually sounds way better than where we are now (illinois). What about restrictions on being at schools or parks? Because right now we basically can go nowhere together as a family with our kids. I think the railroading is everywhere but I am sure some places are worse than others. It is used as a platform for so many elections and in court all they have to say is he's a SO and basically you better plead guilty of whatever they accused you of bc their is no way anyone will believe you in court. That's basically that's verbatim what our 10K attorney told us and thus my husband is serving a 3 year sentence for driving on a revoked license. So I don't know what its like to be in Cali but Illinois is terrible.
What that means is that in every state there is a governing body that oversees and maintains the registry. In Wisconsin that is the dept of health and human welfare I believe with a department within that is called SORP. That is who governs after a person is off paper. The DOC governs those that are still on supervision.
As for all the locales that may have restrictions that are over and above the state level, there could be county/parish restrictions and then local ordinances that would be governed by the local police departments unless otherwise stated in the law they passed.
