Would this federal law apply to state convictions?
I read the Bill and it is not clear. It is primarily for drug offenders.
So unless there is money attached I'm not sure what good this will do.
And even with money some states won't do it.

On July 8, 2014, Senator Rand Paul introduced S. 2567, and it was referred to the Judiciary Committee. If enacted, the REDEEM Act would allow criminal records relating to Federal nonviolent offenses to be expunged or sealed. Should S. 2567 or similar legislation come before the full Senate, I will keep your thoughts and views in mind.
So they aren't after trying to incent states to also expunge nonviolent crimes.
Must write IL state and ask them to fashion a similar law.
