Missouri State Representative Linda Black (email Linda.Black@house.mo.gov ) is the Chairwomen of the Committee on Corrections, who filed House Bill 1243, which is identical to the one she filed last year, e.g. House Bill 463.
This Bill http://house.mo.gov/billtracking/bills141/biltxt/intro/HB1243I.htm if enacted into law will make it a class C felony and punishable of up to seven years in prison, for a sex offender civilly committed to engage in any sort of physical violence with an employee, agent, or contract vendor operating in the civil commitment facility.
The State of Missouri uses civil courts to circumvent the sentence imposed by the criminal court, by securing a life-time imprisonment in civil commitment on the predicate that the individual is more likely than not to commit new violent crimes by reason of mental defect or abnormality.
If this Bill is passed, it will do a run-around civil courts to use criminal courts to declare the individual legally culpable of committing criminal acts on the predicate that they are able to control their behavior and thus, they do not have a mental defect or abnormality.

First you are declared in criminal court to be legally competent to stand trial and answer for what you do to be held in prison on the premise that you do not have a mental defect or abnormality that makes you more likely than not to commit violent crimes. . . . then you are declared by the civil court to be incompetent by reason of mental defect or abnormality to be held in civil commitment because you are more likely than not to commit violent crimes. . . . . then you are once again declared to be competent in criminal court to stand trial and answer for what you do to be held in prison [once again] on the premise that you do not have a mental defect or abnormality that makes you more likely than not to commit violent crimes.
House Bill 1243 seeks to play shuffleboard with sex offenders held in civil commitment by bouncing them from prison to civil commitment and then back to prison again and manipulating the system so as to declare them competent one moment, then incompetent the next, and then competent and so on and so on.
In doing this, the State not only guarantees that sex offenders will die in captivity, but they also get to play a shell game with the money involved to house them and allow both the Department of Corrections and the Department of Mental Health to take turns in receiving federal benefits

Missouri loves company.
Second, it insures that the government has a way to keep a person with mental illness locked away until they die in captivity.
Third it enables state agencies to play shuffleboard with these folks from one lock up to another.
It seems to me that laws are becoming so barbaric in many states that they are in humane and designed to make people suffer.
This is a government created geonocide! From the irresponsible lies regarding true facts to just plain cruel laws that are meant to humiliate and terrorize.
I suspect laws will keep getting worse and worse unless someone important speaks out this is going to get much worse. If the government can't kill registered citizens then they want them all locked up. The government doesn't care that misdemeanor offenders are on the registry either. Or kids and families are being terribly hurt and even murdered.
Now.... when you take into consideration the Bill that seeks to impose felony crimes against those who are in civil commitment and add to that, the Bill filed that also seeks to strip sex offenders of their civil rights under the state Constitution to apply laws retroactively, what exactly do you think is going to happen to any person in civil commitment who has ever did what the experts testified they would do, i.e. engage in violate acts.
Yes, the laws being passed are indeed so contrary to what our framers had in mind - it is a free-for-all that I would not be surprised if one day there is a law passed that says RSO's and SO's are considered to be terrorists and therefore stripped of their citizenship, and hauled off to some POW camp.
