There are several offenses that are not eligible to even apply and / or not eligible for expungement (which is a requirement for terminating registration with a COR). Find them in PC 290.5 and PC 1203.4. No sense raising false hope.
Some Public Defender's offices have packet for relief with a COR. I.e. San Diego (http://www.sdcourt.ca.gov/pls/portal/docs/PAGE/SDCOURT/GENERALINFORMATION/FORMS/CRIMINALFORMS/PKT016.PDF).
Time since release (incarceration, parole, probation, is 10 years (5+5) except in the case of CP I believe where it is 7 (5+2). I believe the State residency requirement is 5 years.
