what the hell are the cops doing with that kind of power? that is a judgment call and i cant believe anyone would trust the cops to make an impartial verdict on who they deem, in their infinate wisdom, who is indigent. can see some palms being padded, among other things.

just more of the way this whole system is breaking down...they will need a whole new division in the force, and just wait til our c.p. guys are done doing their time...open up the flood gates, they will be here in about five more years.

if you don't pay you go to jail. it's blackmail at it's finest, and using coercion as their tools.

anytime you have to take a polygraph tests and you have to pay for them is extortion. if you have to pay for registration fees (mob protection fee) that's extortion.
