Can someone explain what this means in reality:

There is a block that says Prognosis: 15% chance of being enacted.

Forgive my ignorance. I'm under the impression that when a bill makes it through both houses, that most POTUS will sign it.

True/False?

This link says that only 21% of bills that make it through both houses have the POTUS sign it into law. They have all of their reasons why they believe it has a 15% chance of passage. From what I understand, those who have been working in DC have a feeling that Obama WILL sign it.

I have sent him an email to give him my reasons why he shouldn't sign it. Maybe if everyone does the same, we can actually have him veto the bill. He has nothing to loose. He is on his way out of the office. If he does veto the bill, it won't hurt his political career.

The president does not have to sign the bill, though if he vetoes it Congress can override the veto...and I have no doubt they'd do so, with more shameless grandstanding and pandering to the public's deepest, darkest, fears about sex offenders.

At least the State Department acknowledges concerns about the bill.
