I would think that two consenting adults who completely know each other with absolutely no secrets, that decide to have children could do so without having to ask permission.
This would be different if say one or the other parents have children of their own. That presents a whole litany of challenges and precautions to take.
It goes without saying that the RSO who is married still has to abide by all of the rules when it comes to not being at schools etc. (which is a deal breaker for the other spouse usually because she or he feels that it is a family event and that you should be there for important landmarks or graduation, etc.) It also goes without saying that the consenting couple should talk about EVERYTHING concerning this and what he or what she expects to happen, what is to happen (things that are more concrete), and what to do to prevent from things happening.

Parole can reject or accept that assessment therefore denying you the right to have children with your S.O. BF.
My son wants to marry his GF, who has a child, but they need to get approval to take the assessment AND once the assessment is complete.....approval from Parole to marry and live with them.
Parole in NJ is horrible. They get to mandate everything in a S.O.'s life.
Megans law is horrible.
