It's a sophisticated program that basically ties the PO's hands with regard to what they can do between the 2 states. You do have federal rights which the program facilitates. It's extremely complex and all the PO's hate it! If you have a PO who is willing to do this you should consider yourself very lucky that he is tiring to help you. There is a ton of paperwork required! I used it to transfer from Vermont to South Carolina.
If you are looking for early relief this program is not what will help you. It's design is to protect each state from violating each states laws. You will need to petition the court in the state where the offense occurred in order to get legal relief. And then the result must pass the current state's requirements.

The Florida PO probably isn't responding because of what Advocate2 said, no quarter for SO's. On top of that a Florida PO can't terminate supervision early that can only be done be petitioning the court of conviction. Much greater weight will be given to the opinion of the out of state PO that actually supervised the petitioner over that of the assigned Florida PO
