As for insurance, my husband is the primary on our policy. I think I'm just going to wait and see what happens with that. Figure I'll deal with it if it does become a problem, if not, then that works out too:-)
I would first find out when his license does expire, and if your state supports online renewal, I would try to renew it for him.
Here in Florida, I just renewed my license online, and its good for 6 yrs.!
The reason I say to maybe look into this is because I hear ex-cons (esp. SO's), have a difficult time getting their license, and some states have gone to or considering having some such SO designation on the license, to alert God knows who of their past & present status.
If you can renew it, I would. A valid license in hand is worth so much more than jumping through hoops to re-establish his license when he gets out.
Also, if you remove him from your insurance policy, he might have to explain why he hasn't had coverage for the past 5yrs, and now he needs it again.
Now, I know financial constraints plays into this also, so, I mean, do what you have to do. I just wouldn't change anything if I didn't have to.
In my son's case, he was convicted of CP in the state of Georgia. He subsequently lost his Navy career, lost his new house he purchased about 6months prior, lost his new truck, and his wife left him, and took everything that wasn't nailed down, and left him $5 in their joint account.
Since his truck was financed, when he wasn't around to renew the registration (prior to being repossessed), the state filed in court, and now the state knows he is in Federal prison, so they cancelled his driver's license. Just a mess. Again, do what you need to do, but there can be ramifications down the road. Good luck ....
