Mr Fletcher a couple of weeks ago i sent you a e mail.sir i have yet to hear a response from you in regards to my question about the sex offender laws out here in California that you and the other lawmakers seem to think will help people stay safe i wonder if you really believe that they are may i share something with you? here are a few FACTS about sex offenders. Only 5.3% of the people convicted of sex offenses were re-arrested for a new
sex offense and 3.5% were re-convicted. (JUSTICE POLICY INSTITUTE, P 13)
87% of new sexual offenses are not caused by sex offenders on the registry.
The majority of the new offenses were committed by individuals who were
first-time sex offenders, offenders not on the registry. (JUSTICE POLICY
INSTITUTE, P 13)
"The system is broken," (AWA laws) Walsh said. "It's overwhelmed and I think
the public is starting to realize that." (CBS TV Broadcast, p1)
In “The Walsh Act And Its “SORNA” Implications,” we reported that in
Texas victims rights advocates, prosecutors, and tough-on-crime
legislators now believe that SORNA is too costly, unnecessarily strict, and
harms the very victims it was designed to protect.” (CRIMINAL
JURISDICTION, P 1 )
• No research indicating central registries actually reduce recidivism.
(JOURNAL OF SEXUAL OFFENDER CIVIL COMMITMENT, P 142)
• There are several researchers who speculate that registries actually
increase re-offending. (JOURNAL OF SEXUAL OFFENDER CIVIL
COMMITMENT, P 144)
• Levenson (2003) reported that there is no evidence that community
notification laws are effective in preventing sexual abuse. (JOURNAL OF
SEXUAL OFFENDER CIVIL COMMITMENT, P 4)
In many states, people who urinate in public, teenagers who have consensual
sex with each other, adults who sell sex to other adults, and kids who expose
themselves as a prank are required to register as sex offenders. (HUMAN
RIGHTS WATCH, P 8)
• Law enforcement cannot actively monitor all the registrants. The chief
probation officer in an Arizona county told Human Rights Watch,
"Lawmakers have no idea the kind of burden they put on law enforcement
when they increase the number of offenders who must register." (HUMAN
RIGHTS WATCH, P 31)
• Some studies show that as many as 95% of all new sex offenses are
committed by individuals not required to be on any type of registry. (THE

California has been going after priest's who have abused children decades ago and not just priest's but a lot of other people as well charging and convicting them of the abuse.Now a woman has come forward and said that she has had sex with our former Governor when she was 16 and he was 27 the very same man who signed into law the bill you yourself drafted Chelsa's law will there be a Investigation? if not why not? as i stated before people are being charged for the very same thing he has done yes it was a long time ago but you know as well as i do that a 16 year old CAN NOT consent to sex.sir i look forward to hearing back from you on these matters i shall continue to write letters to EVERYONE to show how insane all of these sex offender laws have become this is not Nazi Germany this is the US.take care and god bless i look forward to hearing from you soon

Keep pushing! Somebody has to do something about it if enough people push for it.
Not that I would pose this hell on anyone, but maybe if Gov. Arnie would be put through it he'd have enough clout to get something seriously changed!
