I don't know the Wisconsin stipulations or cases that have gone through the Supreme Court in Wisconsin, However, that situation has been fought in Indiana and lost. Primarily the laws here, and I would think in other states as well, if a person re-offends on another crime, than they can add additional punishments to that new crime for the old crime. (Even if it isn't a sex offense.)
Is it right? NO! Should these situations be fought in the Supreme Court? YES!
The problem is, most people do not have the money to take these additional punishments/rulings to the Supreme Court. Therefore, states are getting away with adding additional punishments.

You are absolutely correct when you say it's double jeopardy. How ever the Supreme Courts do not because it was on a new crime. :(
