I understand about him not wanting you to talk to his family as my guy told me his sister calls him an embarrassment (she's not a nice person anyways) but unfortunately he has to talk to her because she's taking care of his books.
As for phonecalls maybe only have a once a month thing going as they are expensive. I don't pay because my guy has a calling card so maybe he can look into that. However much time he has you're going to want to stock up on stamps/envelopes/paper because that's the biggest source of communication, unless you can see him on visits too.
Try to not stress so much as that's not good for either one of you for the long haul. You do have to talk to him about how you're feeling, just remember he's not mad/stressed at you just the circumstances he's in.
