I think it also depends on the drug. For example, 25 mg of morphine is not the same as 25 mg of Oxycodone, although both are opiates. 25 mg of Percocet is a mixture of Oxycodone and acetaminophen, so it's not as strong as 25 mg of Oxy.
If it's on the weaker end, then it might not have been going on for awhile. Going that quickly on a stronger pill might mean that it's been going on longer. Either way, if they moved that quickly, it's a problem.
