It's possible that he's trying to blame you because of his own guilt. On the other hand, he may actually be paranoid as a result of using, in which case he believes what he's saying. Either way, there's no point in getting into a big fight with him. It's a battle you can't win and all it does is to distract from the real issue--his potential relapse and his treatment of you. Instead of defending yourself, think about whether you want to stay with a man who accuses you of cheating. Is that a basis for a good marriage? If this is the way he's acting, then does it matter whether he is using or not? Would this be OK if he were sober?
When a person is jealous and irrational, they can become violent. Has he ever been violent with you or the kids before? If so, then your safety is your number one concern.
