Most counceling things have sliding scales...county Health centers? they have things too. NAMI- national association of mentally ill, they have meetings for family members of someone suffering...and may have ideas of where to get help.
Actually, being wasted all the time and not getting out isn't good for her depression, and tho it may not be physically addicting, it is keeping her from dealing with things, so I think you are right. she needs to stop.
Problem is, you can't make someone stop...but I think you are on the right track to try to get help for the depression and that will lead to dealing with the addiction. (in this case. In cases of heroin etc, I think you would have to deal with the drugs first).

I am not big on Teen Challenge or Salvation Army especiall for older people who are set in their ways and really need counseling to help them . Most of these people are dual diagnosis and need professional counselors. In Teen Challenge there isn't any money to pay for counseling and in Salvation Army it all depends on Captain as to how rehab centers are run. Ex was in two Salvation Army programs with three different Captains. All three ran the place differently and only one really understood addiction,
Also check with your town, many towns have state funded mental help programs.
