She is 41 yrs old and it is up to her as too if she quits using or not. There is very little you can do. You can refuse to hang out with her when she is high and let her know this. Tell her you like hanging out with her when she is sober and its up to her. If she is high ignore her calls. She is an adult and if she wants to abuse drugs she will have to suffer the consequences that come along with it. Most addicts live drama filled lives and it is always what some else has done to them. Don't play into her drama.
Like Kat said, nothing you can do will make her stop, and she will get mad at you. it is what addicts do.
If you cannot or will not address it with her, I would make it a point to be busy whenever she called and was acting like she was high. Say, "oh, gotta go" and cut the conversation short.
When she looses enough people, possesions, etc. maybe it will be her bottom and her wake up call.
