I put cream in mine so I don't count it. I have no idea if that's rational.
Weak tea is more accepted as water substitute. And then there are the purists who won't imbibe anything but plain water.
When dieting, I don't count coffee as a 'water', but I do know that you can lots of drink coffee and drink very little other liquids and survive for years. I know this because I've lived it. I don't recommend it, though. ;)

So what I do is when journaling my daily foods and counting the calories (well, I let myfitnesspal.com count them for me lol) I will count my fat free half and half that I put into the coffee but not the coffee itself; and then I won't count the coffee into my water intake.
