I don't have an opinion, but just want to let you know you are not alone. I also, gain in this area.
I am just working on general wt loss, smaller portions. Once I lose 20 lbs this area will go down for me, but that in itself is a challenge. One day at a time.........

Losing fat from one area in particular is called spot-disposition. And it's a myth. The one and only reason you ever see dvds, books, magazines that say things like " How to lose belly fat! " is because people who dont know that spot disposition is a myth will flog to by it, and companies can sell more and make more money.
Losing fat from area of your body can't be done, think of it this way. When you gain weight, you dont get to point to an area of your body where you would like it to go, do you..
It's genetic. Its body type. Some people carry weight well because it hides under the skin better, some dont. Some people store fat in the thighs first, some people in their tummies. Its already all written.
When you lose weight in general, it comes from all over. You'll notice it in certain areas first, and then you're body will let go of fat from other areas too, to try and keep some kind of fair balance and so you dont get all lop sided hehe.
Create a small calorie deficit, exercise, be patient and consistent. It will happen.
Ab exercies wont burn fat, but they will tone the ab muscles in that area, so when you melt the fat away in time, your stomach will be tight and lean. This applies for all areas of the body if it matters to you, muscles and fat and two seperate kinds of tissue. x
So I'm gonna keep going with my cardio focused weight loss plan, but resume using weight machines to build muscles in my core, etc.
As for more cardio, not really. An hour is long enough, but maybe you should increase the intensity of the cardio. So you'll be working for the same length of time, but working harder and burning more calories. So long as you're in a calorie deficit, you'll lose weight gradually. The exercise just aids in this and helps burn extra calories, not to mention all the other health benefits of exercise. Just be consistent, it will come in time guys ..: )
I was always big in the hips, but no belly. Now it's reversed. The only way it's going to go away is through diet. You have to keep your weight under control. Doing sit-ups will only firm the muscles, but the fat stomach will remain.
Belly fat is dangerous too. The fat on the belly indicates fat inside the body. This visceral fat is wrapped around internal organs causing all sorts of problems such as dementia and heart disease.

My sister did the Flat Belly Diet (from Prevention magazine) and the first place we noticed was thinner on her was her rear end!!! We laughed our asses off. haha
I am now doing the Flat Belly Diet. And guess what, I saw the most change in my thighs!
But eventually everything will get smaller.

Or we can follow JonRoland's advice and focus on losing weight and sooner or later we will lose weight from the place we want to lose it from!
Perhaps some day, in a Star Trek like time, they will invent a way to do this. But not today!
As far as the cellulite, thats a skin cell issue, and the best way to deal with that is drink lots of water, take in some healthy fats ( monounsaturated and omega ) to nourish the skin, and do a little weight training in the areas where its noticeable, to tone the skin as well..
