When we get sick we often become less sensitive to insulin. When I have the flu I often need 200% more basal (I also need about 150% more basel during certain times of the month as hormones can play havoc on insulin sensitivity too) and I consume way less carbs but need more insulin for the carbs I do consume.
I've always been taught if your numbers are high you need more insulin, or to exercise more, or to eat less so I am highly confused as to the doctor's advice that he gave you. I would definitely question them and ask for clarification on how they think decreasing her insulin will bring her sugar levels down.

Drs don't seem to like giving large doses of insulin though. My normal ratio is quite high and they have always been twitchy about it.
