That's partly why I joined this site the other day. Bit disappointed there doesn't appear to be much activity here, but that seems to be common on many websites lately.
One place I used meet people online was an mmorpg. Maybe worth a shot for you? if you've got a decent gaming computer and fast internet.
As for myself, I currently have only 1 online friend to talk with. I'm grateful for that, but he works a lot and can't spend much time chatting.
As for the offline world... don't have any close friends I can hang with. It sucks and I'm lonely and bored to tears. Don't even have a car or a phone. I'm stranded in a tiny town in the middle of nowhere. Only social interaction I've had lately is helping some truckers work on their rigs.
Guess my only advice is keep putting yourself out there best as you can, but keep your expectations low. Most people are wrapped up in their own personal struggles and obligations. I binge watch movies and tv series to cope with isolation. Or make digital art. And admittedly drink lots of beer to dull the pain of being alone.
