When doctors appear clueless it is an immediate indication you are talking to the wrong doctor while incompetents can exist within any profession, it is far more likely you are asking someone who has the wrong specialty. You need to be discussing this problem with people who can provide cardiologic, neurologic and ophthalmologic evaluations, and possibly even an ENT. In general over the last few years, the US, organizations that employ doctors due to government and insurance regulations have effectively limited what a doctor may say or suggest outside their specific specialization or certification. In fact, I would be very surprise if ANY doctor would provide even the slightest of hints without a battery of additional tests, and a referral to other specialists.
[In other words, it is likely NOT COPD per se. Possible causes for dizziness while standing and sensitivity to fluorescent lighting - are a possible neural dysfunction, a form of migraine, Vertigo (inner ear), low-blood sugar, heart rhythm disturbance, dehydration, specific medications or dosages, alternative or supplemental medications and herbs (either from the substance itself or a possible negative interaction with another), and on and on.]
Dizziness from florescent lighting is not uncommon and often remedied by simply wearing dark glasses.
