I have been looking into assisted living for my mother (not that she has agreed to go) but if something is not done soon, i am going to end up in a padded room somewhere. She has very little money. But after doing some research it appears to me that Medicaid in PA does not cover assisted living. It only covers nursing homes.

If your mom qualifies to go to NH you might be able to get a placement. But even the nursing homes only have so many Medicaid beds!
And it is a harsh business finding care for the elderly. Basically if you don't have money you are screwed.
Start calling around to the nursing homes and ask to speak to the social worker. She will be a fountain of info and guidance.
