To help you get a safety plan in place for you
and your baby. You need some guidelines and
Structure to keep your little one safe. Dropping
Him off into unknown hands is not cool. You Are
the sane rational one KEEP YOUR BABY SAFE .
If he pays no child support thats On him and
his consequences and actions. That is not your
job to make him man up and Act like a mature
rational human being, that is his alone and the
Legal system.
Dont take On others problems as your own.

I'm CERTAIN it's not dropping your child off with someone that you don't know. You have a legal obligation to watch your child, and when you're not directly taking care of them, to hand them off to a Specific agency/ person that will then be in charge of watching them (this is why kindergartners aren't allowed to just walk out of school...the school is legally obligated to watch them).
Beyond that, there are limits to when/how transfers should happen. Probably fine to drop off a teenager at midnight (aka dinner time for teens) although that depends on the teen, if it's a school night, and the family situation; but NOT okay for a 3 year old.
Transfers generally take place sometime 8am to 8pm. There's always exceptions...but they're exceptions (traveling out of town and getting an early start, an unexpectedly late return).
