If it was you then you can take him back to court to get them back.
He's clearly going to make it extremely difficult for you. It will cost you either an enormous amount of emotional effort and strain, or it will cost you hiring an attorney and going back to court to sue him for the paintings. Either way it will be a huge hassle.
Of course it might be worth all of that to you if the paintings have that much sentimental value, but only you can decide if it will be worth it.
I'm sorry he's being such a jerk about it.
Also, if your property settlement says you each get to keep your own property, then it would seem they are rightfully yours legally and he cannot charge you for storage, unless he stipulated that in writing. I'm not an attorney, but it doesn't sound like he has much of a leg to stand on and the threat of criminal prosecution might just do the trick.

I'm in Canada and we settled out of court. He kept all his belongings and I get to keep mine. Let me put it to you this way, he's vindictive to the bone and indeed this is extortion.
I told him I'm going to get the police involved because I now consider this to be theft. He hasn't responded so I will follow up once again.
It's an emotional haul. But I always say Karma is a ***** and he will certainly reap what he sows.
