Based on what you wrote in this post, this guy sounds like a real piece of work. He also sounds like he might be a danger to your kids. You might want to talk to your attorney about this and see if there are legal ways to handle it. If he has done other things that are dangerous to or in front of your kids, you might ask about getting a restraining order against him. If you succeed, then your ex will have to make arrangements for him to be gone while she has the kids.
This way you are protecting your kids and placing the blame squarely where it belongs on the ex and her boyfriend. Ultimately it is up to her to keep them safe when she has them. But if she isn't, that's where you step in legally.

Im guessing they just started dating so truthfully, his opinion right now when it comes to decisions for your family shouldn't be worth spit. Especially given the "excuse" she told you. Going to him aint gonna do shit but hurt your case even more. He probably may not have even said something about it. She may just not want to give you the money. Who knows.
Continue to ask, continue to give her sound reason for the money, but your expectations should be that you aren't going to get that help, at least not now.
