So he can declare whatever he wants to but once it's all said and done the amount is the amount.
As far as him hurting you emotionally. You have the control to stop that. I know this sounds ridiculous, but you can cut yourself off emotionally from him. That's what I just did with my wife. And to be honest, she has had three or four fits of outright sobbing over the last two days. Once they realize they can't control you or get a ruse out of you anymore, their whole perspective changes. They start to feel unloved, and hurt, just like they have done to us. Again, I'm so sorry you have to go through this. Feel free to let me know if you ever need to talk.
Courts will set support (17% equation here) and/or alimony. There isn't much escaping it for him.
Why haven't you filed yet - are you still stuck in that place where you're not sure you want to divorce? Don't stay there too long, it's emotionally draining. Wait - you're both still living together? He's cutting support to the house he's living in? Eating the food in that house? This will also be financially draining until something legal is put in writing. My advice is to make sure that everything you do is above board. His "side of the street" is looking pretty dirty already, make sure yours is sparkly clean. Cutting support, or not maintaining the financial "status quo" is dirty. His actions are screaming "divorce me!".
What I've found is this - if you're the spouse who files (plaintiff) then you may very well shoulder more of the legal financial burden. That has been my case, maybe that's his reason for not filing? It's kinda cowardly to try to force you to file when he's the one who wants it.
