stay on your course and surround yourself with others with good behavior and manners. leave the less cultured to their own affairs. they are doing the best that they can.
it won't always be this way. take comfort in that. :)
Perhaps a focus on how the people around you have helped you be happy, and how you have brought happy feelings to them. Reminding yourself that your happiness spreads more happiness is more important, then dwelling on on the actions of others.
I don't feel that being forced to apologize is the answer. Because that's why you get the snotty kids that spit out "i'm sorry" with their noses in the air. It's the socially acceptable thing to say when you've done wrong, but that doesn't mean that the kid is genuine.
And teachers have many other ways of teaching kids how to be kind and respectable if they get creative. My aunt is a school teacher and her kids get a reward for every time another adult comments on the classes behavior. She also brings up other lessons such as integrity and honesty at every chance she gets.
So teachers do have ways to teach children lessons without getting physical or inappropriate. But they are not TRAINED to do so, so many of them aren't sure how.
And what it really boils down to is the parents. ...and people shouldn't be so quick to judge. You don't know everyone circumstance. My mother was a single mother of 4 children. Her last possible concern was why some other kid didn't make it to school that day. She was not about to remind me of something that didn't even cross her mind because she was much too worried about how she was going to give US a better chance in the world. And other kids might have parents who suffer from depression, or any other number of things.
Yes, i know this does not account for everyone. But our world simply is not like it once was. that is the beauty of change and nature. Nothing is always the same, everything changes.

But, I'm sure you'll agree, there are a lot of nice people around too. You have to understand that these mean people are simply dealing with their own issues. Best to distance yourself from such people, so they don't suck you into their muck or hypercriticism. There are genuinely loving people in this world.
