Yes, eventually due to dissipation, one endsup in the state before intoxication.
The temporary affect of intoxication is for some why addiction occurs. For the addicted, once the affect dissipates, then the process of Building Up to Drink or Drug (BUD) begins with those who are not comfortable with their feelings in their state of non-intoxication.
The mental myth that intoxication makes people more sociable is not to be depended on either but it is amazing that anyone, alcoholic or not, has a seemingly deep and unshakeable conviction that intoxication will provide effect a) b) or c), almost to order!
In that light it is seeking control of outcomes when rationally there is even less control once the alcohol is ingested.
In reality who knows where the ball will stop once the wheel is spun. Obviously the odds are less risky for "acceptable" levels of intoxication but all bets are off when the problem drinker happens along..
