Working on a case now where a young girl of 17 got drunk and pregnant first go around. Her now exh boyfriend also 17 had been drinking and drugging since 14 - he comes from a family with no history of addiction or abuse - but geez, the circle of friends, his myspace page and his lifestyle says it all -
The ones I used to get a kick out of were the parents who were on their 2nd sixer for the night telling their kids "I better not ever catch ya smokin that there pot"
When I say "respectable control", I mean personal responsibility and that as a community of neighbors, not law enforcement.

Many issues to explore here but I'll just include these thoughts...
Anyone who has reared a child within the last 20 years or so will attest to this...
The cornucopia of mind altering substances multiplies year after year. Alcohol is no longer a teen sneaking from pop's liquor cabinet on Sat. night, racing to the lake with their best buddies and skinny dipping for a night.... Then getting back to school/family and putting that and themselves first. It's become a daily lifestyle and they don't have to be alcoholic to participate.
Children have had to become mini adults when they are not. They are left to their own resources to manage their own lives for the most part. They are left and expected to develop a value system and sense of responsibility and belonging in this world ALONE.
The children are being reared by baby sitters or daycare prior to the age 12 and then left home alone until eve. or night time after school (latch key kids)... waiting for mom or dad to come through the door with a bag of fast food.
We wonder why our children want to escape and get lost in alcohol and drugs???? It's because they are lost already and are tired of feeling that way.
