I went through all the right channels like your self, but all to no avail.This girl eneded up moving thank god, i did pray for that, so dont know if it worked.
Its all ways easy for people to say this that and the other when they dont live there, but i wouldnt wish noisey neighbours on any one.
Wish i could offer a solution, just wanted to say i can truly relate.

They have since moved and were replaced with a couple who likes to scream at each other at 2 or 3 in the morning. I get up, get on the the computer for a little bit until they calm down and I go back to bed.
Oh... and I live on a very busy turnpike. Earplugs helped until I got used to the noise of traffic.

Keep praying .
I was the one making the the noise and if my neighbour would have approach me at the wrong time .Well I had a samurai sword and gun and may have used them.
The police where frequent visitors to our home but that wasn't a deterrent it only escalated things .
But my neighbours kept praying and it worked we have had peace
for the past 20 years. i didn't realise how many people I affected at the time because my eldest daughter came home from high school one afternoon and said the boy at the bottom of the road ask what was wrong things were so quite at our end of the street these days .
I know this doesn't help your situation at this moment but things will change. I will also pray .
Resentments are like drinking poison and expecting the other person to die.
Your going through all the stress and anxiety and the neighbour probably doesn't know or care.
I will pray things change. And am sorry I don't have any quick fix ideas that can help.

As a good officer of the NYPD said to me the other day "This has been going on for years and the landlord hasn't done anything?"
There is a bit of progress, I can have a civil discussion with police and not feel fear.

In your case I would have to say we were not made to be wimps. With your AA attitude in place you approach the problem and let him know (with a crazy look) things are gonna get ugly if the problem is not rectified.
This statement leaves the problem wide open for interpretation.
If things don't get better, you will have to involve the police. That's how things get ugly.
Then get ready to be known as a snitch.
That will be a whole new thread, a whole new set of 12 step solutions.
Long story short; I have to display courage and stand up for what's right. I will not put in ear-plugs or leave my place.
I do have a certain amount of control for things that influence my serenity.
Uhh don't get shot or arrested,, sorry but LMAO.
