I think I wanna cut my hair I asked my mom if I could get a hair cut and she said she will have to ask my grandparents first why do they have to ask my grandparents for me to get a hair cut? That's just stupid I want it at shoulder length I think it will look cute hopefully mom will let me get some new clothes this weekend so yea

I think because you're in state custody and they aren't your "family" or "relatives", they might need permission from the closest relatives to make big changes like haircuts and altering your look that can't change back quickly. I've looked into foster parents and what their rights are lately. I think thats why.
NS is correct. In your state, foster parents cannot make any significant style or length changes to your hair without first discussing it with your closest relatives. In your case, this would be your grandparents.
