that's life

Been feeding SIX CATS in nearby alley, left behind by whoever in nearby flophouse.  Cats have been living in a probably-abandoned  garage with a busted up panel in door for them to squeeze in/out of.  Saw today that the panal was closed up, with cardboard and duct tape---probably not by the owner, AND probably with cats still inside, to quickly starve to death.

Went to nearby borough building, was told to go to code inforcement dept, with me telling code inforcement what going on, with his response of "that's life" if cats are trapped inside, only to be found as a bunch of bones years later.
