Being surrounded by a vast body of water and some of the tallest and most rugged mountains in Taiwan, Hualien has then become an ideal location for many outdoor sports. Many hikers have dared to climb the tall mountains of the Central Mountain Range while scuba divers and snorkelers have explored the coral-rich and marine-abundant seas of the Hualien harbor. However, the one activity that combines the rugged mountain terrain and the intense power of the waters is white water rafting in Hualien. The cost of river rafting is TWD1700 each for powered rafting or TWD1400 each for unpowered rafting , the cost including all safety equipment, transportation to and from Hualien City, and river rafting insurance.

For those not versed in the intricacies of the ranking system, a Class I means “Very small rough areas, requires no maneuvering,” with virtually no skill required whatsoever. A Class IV, however, means “Whitewater, large waves, long rapids, rocks, maybe a considerable drop, sharp maneuvers may be needed.” For this, advanced whitewater experience is recommended. The Laonong, a favorite spot for whitewater rafting since the mid-1980s, was also drastically affected.
The city of Hualien itself has little to offer. Most visitors come here to visit the famous Taroko Gorge as well as the coastal national parks. The Laonong River in southern Taiwan is one of two major rivers on the island suitable for river-rafting trips, the other being the Xiuguluan River in eastern Taiwan.
