Bill, it's a board covered with blue wrapping paper, and then the cupcakes are sitting on top. The stem of the bouquet, and words are icing though.

Hi Osheana, It's hard to remember about the cupcakes since this was so long ago. Brynlee is 3 and two months no, so this is a pretty old post.. I don't think I had any of the cupcakes that night, but I'm sure they were good. Her other grandma made them. Thank you for your comments.
