My husband and I moved from Michigan to Washington. He is a tier 4 misdemeanor sex offender in Michigan. He was seeing a female that lied about her age and turned out to be 2 years younger then him at age 16 and they broke up she pressed charges and told the judge she forced him into having sex. They waited until he turned 17 so they could charge him as an adult. He has done 12 years in prison off... and on for that charge and possession of 2 grams of marijuana. He was 17 when he went to prison he has developed PTSD and social anxiety and can no life skills to function as a normal person. Him and I have known each other since we were 14 and 15. We lost contact and have been looking for each other since. I knew the girl too she lied to many guys and got them in trouble all the way up to guys age 30. In Michigan they also charge you for every room it happens in so he has 4 charges of 4th degree misdemeanor sex offense (this charge is the equivalent of getting caught peeing outside). He just started to have to register in March of 2014 when released from prison. When he was released we finally found each other and he received a letter and packet from the courts saying he was being given the right to petition to have it removed from his record due to the questionable circumstances of the case. He has mental issues; PTSD, Social Anxiety, personality disorders and mental instability. He and I are just learning all the ins and outs of his rules of registering. We moved to Washington with our 2 year old disabled daughter in December 2014 and have been homeless, looking for work, looking for doctors for our selves and for our daughter. Things have been very hectic and confusing since we've gotten to Washington. So what I'm getting at is we are both humans and forgot about his registering. We have found out in the last 48 hours that he has now been in jail for non registration that we we're supposed to have let Michigan now before we moved and that Washington only allows 3 days of being in the state to register. We did not know we had to let Michigan know we were moving and in Michigan we had 14 days of him being at a residence to register. Here in Washington I guess it doesn't matter if you have a residents even if you're homeless you have to register in 3 days of being in the state. Point being we believed we had time to try and have a residence and work before registering. He is now working and we have a residence in Sedro Woolley Washington Skagit County and have doctors for the 3 of us. And we were going Friday March 6th to find out how to register, still not knowing we were supposed to let Michigan know we were moving, when the police showed up at our residents to arrest Keane because my cousin who lives over a half hour away in a different city and county called her detective friend and told him that my husband had not registered because she was angry with me because I would not leave him and move in with her on Thursday March 5th. When the detective showed up at our residents my husband was not home at the time he had left to run some errands before we went to the police station to find out about registering. So I gave the detective his cell number to call him and ask him to come back. Now like I said before my husband has mental issues when he realised it was the police he became very anxious and panicked. He tried to explain this to the detective and explain he had now idea where he was and he just wanted to come back but he didn't know where he was. The detective and I both talked to him on the phone trying to calm him and help him figure out where he was so someone could collect him. The detective became very irritated and began telling my husband he was lying and he just needed to "come turn your self in and prove to everyone you're not the piece of shit we all believe you are." at that time I tried to get the detective to understand he was not lying he is not mentally stable. The detective then told my husband "I'm going to arrest your girlfriend and take the baby into custody if you do not come back right now because I have dealt with people like you before making excuses and lying trying to get out of the situation." the detective gave up talking to my husband and I and said he was leaving to go get a warrant. A few hours later, now dark out, my husband finally had calmed down enough for him and I to figure out where he was and he found his way home and him, I and our daughter tried to spend some time together while waiting for the detective to come arrest him. Around 10:30pm or 11pm 3 officers showed up and we opened the front door and stood there waiting for them to come to the door so they knew and saw he was not trying to run. He walked away from the door long enough to kiss and hug our daughter good bye and returned to the front door by me. At that time the 3 officers bombarded him at the door and slammed him against the wall by the front door and arrested him. They calmed down once we explained we knew they were coming that's why we were in the doorway and he was not trying to run he was only saying bye to our daughter. At which time they informed us they didn't know what was going on just that he needed to be arrested. He is now in Skagit County Jail in Mount Vernon Washington detained on a 72 hour investigative hold. No charges have even been made. He is still not registered and they will not register him while he's in there because he's in there for not registering. They have told me very rudely several times now "that's why he's in here we're not just going to register him and let him go." I understand that's why there is the investigation and he's being held and in the jail but he still needs to register here and in Michigan. Also when the detective informed us that he was supposed to register with Michigan before we moved we called the police there before he got taken into custody and they told us there were no charges pressed YET and he needs to call the records department in Michigan first thing Monday March 9th and register to avoid getting in trouble. He can't do that because he is in jail now. So now there are going to be charges in Michigan and Washington will have something to build a case on. Our family is being torn apart, our daughter is upset dad is not here and law enforcement is treating him as though he is a monster because of him being a sex offender. He is not a sexual predator. A sexual predator is people like the 30 to 40 year old man that sexually abused me when I was 6 years old. This was all initiated by my cousin using sex offender registration information to harass an offender, my husband. He and I were and still are learning all the rules to the registering we are only human and we made a mistake. He is the sole provider of our family I can't work because of our daughter's disabilities and if he stays in jail or goes to prison he is going to lose his job and our daughter and I are going to end up on the streets.
