Life in a 4-plex

So as many of you know, we live in a 4-plex, basically a duplex that is split in 2 to make 2 upstairs suites and 2 downstairs suites.  Now, since last summer our downstairs neighbours (we live upstairs) seems to have gotten hooked on drugs (not sure what type), but she barely sleeps and is always up all night and sleeps during the day and she moved her"dealer" boyfriend in with her, but we knew at some point she was going to move out, and seeing that she hasn"t paid her rent...she got evicted.  

The lady that lives in the upstairs suite (across from us), she just moved in a couple of months ago and she is borderline psychotic. She listens in on our conversations and lately she has been playing her stereo and/or TV REALLY LOLD!!  It bothers us but we can'talk ask her to turn it down because she won'the listen to us, and she will go off on us about who knows what, so now we are emailing the landlord about the noise, but he won't do anything about it....as long as people pay him his rent...he doesn't care.  She is a real pain in the ass!!  

Sorry for all the venting....I just needed to get it off my chest....
