Knitting Shrugs

At the moment, I am snivelly with a cold.  I was volunteering in the Charity Shop, the British Heart Foundation, on Monday, when I heard a thud: a woman of 20, had ran into a bus!  Her head injuries were so severe that when the tough, macho male volunteers and our Security Guard ran out to help, they all came back wanting to be sick, wanting to cry and were shaking!  Teeming with Police and onlookers and buses that were diverted, the entire street was cordoned off with tape and the air ambulance wanted to land in our shop car park but it wasn't big enough!  The road ambulance took the lady to hospital.  But we closed early as there were hardly any customers and we were all in shock.  Police were there for hours.  Sadly, despite the best efforts of the medical staff, the lady passed away Monday night, which in a way was a blessing as her ordeal didn't last too long for her.  The poor bus driver was in shock as well!
I am knitting shrugs for the elderly in my community who are vulnerable to chest infections.  Making them long enough to cover the lungs.  Don't know whether to go through Neighbourhood Office, Housing Department or Doctors Surgeries.  Anyone got any ideas?
Oh, and I've lost 4lbs!
