On September 11, UN High Commissioner for Human Rights Zeid Ra’ad al-Hussein highlighted the killing of Lankesh as a journalist who addressed the corrosive effect of sectarianism and hatred. On September 13, Akhil Gogoi, an RTI activist and president of the anticorruption organization Krishak Mukti Sangram Samiti, was arrested in Assam on charges of sedition a day after he gave a speech criticizing various policies of the ruling Bharatiya Janata Party . Individuals, or NGOs on behalf of individuals or groups, may file public-interest litigation petitions in any high court or directly to the Supreme Court to seek judicial redress of public injury.
On 18 February 2018, NCP candidate Jonathone N Sangma and his two security guards, and the driver were killed in an IED attack. On 18 March 2015, the government of Meghalaya sanctioned the creation of a new counter insurgency battalion, known as Special Force 10, the unit will receive, riot management, jungle and urban warfare training. On 2 March 2015, a bomb blast wounded two petrol pump employees in the West Khasi Hills district, the owner of the pump had previously fallen victim of extortion attempts by GNLA militants. On 18 December 2014, the Indian military killed two UALA fighters in the village of Thanti Pick Hills, Goalpara district, Assam. On 1 May 2014, a GNLA training officer was killed in the aftermath of an army raid on a GNLA camp in the area of Chokpot, IED and communication equipment was also confiscated. On 12 October 2008, policemen shot and killed top PLF-M commander Pollendro Marak, in the aftermath of an encounter in the area of the Boganol village, East Garo Hills.
The law provides for the freedoms of peaceful assembly and association, and the government generally respected those rights. The government occasionally applied restrictions on the travel and activities of visiting foreign experts and scholars; however, in most cases the government supported and issued visas for international academic conferences and exchanges. Authorities may hold search engines liable for displaying prohibited content, and the government sometimes requested user data from internet companies.
Though incidents of abduction for ransom declined through 2017, they continued to cause fear among the people. Of the 31 people abducted in 2017, at least eight were released while fate of rest of the victims remain unknown. In the first 24 days of 2018, one incident of abduction has already been reported. The numbers of abductions are likely to be higher than those reflected in this data, as many incidents are not reported. On January 11, 2018, Garo National Liberation Army ‘deputy commander in chief’ Matchallang M. Sangma aka Vietnam was killed in an encounter with Meghalaya Police at Bawe Duragre village in East Garo Hills District.
In some cases violent strikes resulted from companies withholding medical care required by law. Other reports indicated workers had difficulty accessing clean water, with open sewage flowing through company housing areas. In August, Minister of State for Home Affairs Ahir informed parliament’s lower house there were approximately 62,000 registered Kashmiri migrant families in the country. The Jammu and Kashmir state government reported threats to Kashmiri Pandits in the Kashmir Valley during the year.
On January 6, the NHRC found that Chhattisgarh police personnel in Bijapur District raped 16 tribal women in 2015. The NHRC directed state authorities to compensate the victims and initiate action against the perpetrators. The NHRC also began an investigation into details of the sexual assault allegations, which the victims reported in January 2016. There was no update on the status of the investigation or delivery of compensation by year’s end. Throughout the year there were reports by media organizations and academic institutions of corporations’ abuses against tea workers, including violations of the law.
Equally troubling for India’s pacification efforts is the fact that the ruling Bharatiya Janata Party may be disaffecting the region’s minorities through religious discrimination—the Naga and Mizos are 90 percent Christian, and Tripura has a sizeable Muslim population. Critics claim the party has long relied on anti-Muslim rhetoric, but recent anti-Christian persecution has also increased. This follows the passage of an Indian citizenship law in 2019 that distinguishes Christians and Muslims from Indians who adhere to religions that originated in India. Prime Minister Narendra Modi’s government has even blocked the charity founded by Mother Teresa from accepting foreign donations.
However, in spite of this, the deployment in Meghalaya has increased over the years. In addition, the Ministry of Home Affairs has also funded raising 04 India Reserve Battalions by Meghalaya. A proposal to further raise 02 more Battalions in Meghalaya was also under examination. But, the State Government had to effectively utilize the Central Armed Police Forces in counter-insurgency operations since they work under the directions of the local police, who have to provide the requisite leadership. There are several historical and institutional constraints to development, many of them operate throughout the northeast. These are; geographical isolation, poor connectivity, inadequate infrastructure, less developed formal credit, little inflow of private capital, and mounting insurgency.
The human rights NGO The Lawyer’s Collective was unable to reregister after its FCRA registration was cancelled in 2016. According to media reports, on April 10, the Ministry of Home Affairs also cancelled the license of the Public Health Foundation of India , a public health advocacy group. The PHFI filed a request with the government for reinstatement of its license, which continued under government review at year’s end.
Gogoi was also awarded the army chief’s commendation card for his action and was not individually punished. While the constitution does not contain an explicit right to privacy, the Supreme Court has found such a right implicit in other constitutional provisions. In August the Supreme Court ruled that privacy is a “fundamental right” in a case involving government collection of biographical information.

The National Security Act allows police to detain persons considered security risks anywhere in the country, except the state of Jammu and Kashmir, without charge or trial for as long as one year.
