I hope that they can find the owner of the horses. I think that they should and would be the blame for the accident. You must keep your animal's always under your control. And if you don't...you should be found neglectful and fined.
The insurance of the person who hit us paid to fix the car and give us a rental ..his insurance could go after the owners of the horses for some of that money ......................as far as we know the other gies insurance paid it all .....
