Finding a new doctor

I've been trying to find a new doctor, and the first one that I found that is accepting new patients does not prescribe either psych meds or pain meds. He also expects me to wait for him to make "referrals" before seeing any other doctors.
I dealt with this up in Maine, and it is unacceptable. These doctors don't actually treat anything, but direct traffic. They also charge a great deal of money to do this. Since I am going to have to pay copayments (probably) here, and I am short of money, I cannot afford to have a doctor that does not practice medicine, but mearly directs traffic.
What a useless waste of money and time these doctors are; what a cost to the American people! This is one of the reasons that I believe in National Health Care, and one of the major reasons that there is such a phrase as "medical bankruptcy" on the lips of so many of us.
I dread this search, because I need a doctor that is going to actually know if there is something wrong with me and what to do about it. I cannot afford to wait for months to get in to see a series of doctors in order to treat a possibly life-threatening condition, should I have a relapse. 
There doesn't seem to be any easy way to find a doctor, either. Medicare has a referral system, which helps, but I need some kind of rating system in order to find what I'm looking for, and I just don't know where to look...
