"But you don't understand"

I had a chat with the IRS yesterday.  They truely do think they're all powerful, all knowing and terribly intimidating over there.  They believe they stand at the top of the food chain and believe that everyone knows it, fears them and will never question their authority.
 Gods but I wanted to laugh.  Fortunately common sense restrained me.
 I ratted out my former employers who after repeated requests have still not produced a W-2 for my wages last year.  I've gotten every excuse imaginable from them as to why they don't have one for me.  Each excuse ends with a promise to get me one ASAP.  This has been going on since February. 
I basically ran out of options, I had no choice but to report them simply to cover my own butt.  I'm going to have to file an alternative form with estimated income and taxes on it.  So I called the IRS to request the form. This by default reports my employer for not filing or giving me a copy of my W-2.  The IRS will be contacting them.  This also means it will probably be months before I get a refund and or have my 2009 tax return accepted with or without amendment by the IRS.  I asked the man on the phone what would happen if they never filed a W-2 for my 2009 wages.  This question took him totally by surprise.
 "They have to file a W-2; it's the law."
 "But what if they don't."
 "It's the law."
 Uh huh.  Through this whole unfortunate series of events I've come to understand some very fundamental things about my FE's and myself.  First of all; they don't fear the IRS or anyone else for that matter.  I figured that out a long time ago.  By they I mean and husband and wife who own the business, though it's mostly the husband.  He's come to the conclusion that with enough lawyers anything is possible; probably because he's right.  Just ask any corporation who's ever screwed the American public.  Buy yourself enough lawyers and life is good.  So while it may be the law, that doesn't mean they'll do it.  If this sounds familiar to anyone who's ever been in an abusive relationship, well, welcome to my revelation.  The FE's are bullies.  For whatever reason they've now choosen to bully me as well.  I've watched him bully others over the years but I knew and he knew he was dependant on me to run his office so I was always off limits.  But now I'm not.  I so should have seen that coming.
Whatever happens from here on out will not be good no matter how it goes down.  It's already not from my perspective.  I also now understand why they treated former employees the way they did.  They had an odd habit of turning against them the minute they were out the door.  I'm now one of those people.  I'm sure they've decided I did something horrendous or stupid or whatever and I somehow deserve their contempt and hatred.  They're bullies pure and simple, they always have been.
